The Regular Meeting of the Council of The Corporation of the Municipality of Kincardine will be called to Order at 5:00 p.m. on January 8, 2025, in the Council Chambers at the Municipal Administration Centre.

Councillor Steinhoff-Gray will open the meeting with the Land Acknowledgment Statement.

    That Council approve Zoning By-law Amendment Z-2024-046 by Lynn Campbell and the necessary by-law be passed.

Tyler Johnston will make a presentation on behalf of the Huron Shores ATV Club.

Darrel Perry will make a presentation on behalf of the Kincardine BIA.

John McManus will make a presentation on Lions Park improvement plan.

In 2023, a request was made under Section 2 of the Drainage Act and presented to the Municipality for consideration. This request was forwarded to the Drainage Superintendent for review and determination of boundaries and watershed area. This process indicated three properties and two owners of those and the Municipality as beneficiaries of the drainage works. The process of starting a Mutual Agreement Drain commenced, which is concluding with the execution of this agreement.

    That Council accept the Kozak Mutual Agreement Drain report as provided and pass a By-law to authorize the execution of the agreement.

Staff are seeking approval for an Agreement with the Kincardine Bulldogs Club to live stream Junior C hockey games. The Provincial Junior Hockey League (PJHL) approached host communities of Junior C teams to consider the opportunity to broadcast live all Junior C games played within municipal arenas.

Staff is proposing an agreement that removes any municipal responsibility as it pertains to Freedom of Information requests and confirm responsibility be on the Bulldogs Club.

    That Council pass a by-law to approve a 5-year Agreement between the Municipality of Kincardine and the Kincardine Bulldogs Club for the purposes of video streaming Junior C games at the Davidson Centre.

It is in the best interest of the Municipality of Kincardine to review and update corporate policies to ensure accuracy and alignment with legislation and best practices. The Municipality of Kincardine is legislatively required to approve the Harassment & Violence Prevention Policies annually. As the Municipality reviews all corporate policies, there will be administrative updates to ensure consistency of formatting and we will repeal outdated policies.

    That Council review and approve the updated HR.04 Health & Safety Policy Statement; and

    That Council repeal GG 6.6 Harassment Prevention Policy and approve HR.05 Harassment Prevention in the Workplace Policy; and

    That Council repeal GG 6.7 Violence Prevention Policy and approve HR.06 Violence Prevention in the Workplace Policy; and

    That Council repeal GG 6.10 Substance Abuse (Drug & Alcohol) Policy, GG 6.11 Medical Marijuana Policy, GG 6.8 Progressive Discipline Policy, as these are replaced by Human Resources Procedures.

The purpose of this By-law is to request that Council adopt the 2025 Interim Taxation By-law in order to establish the instalment dates for payment of property taxes, and to issue tax bills to provide the necessary cash flow required for municipal operations.

The purpose of this By-law is to request that Council authorize the temporary borrowing of money until the taxes are collected and other revenues received in order to meet the current expenditures of the Municipality for 2025.

Matt Cottrill, Deputy Fire Chief for Station 12, announced that he was retiring as of January 1st, 2025 after 22 years of service.  The Municipality of Kincardine would like to thank Matt Cottrill for his significant contributions to the Fire and Emergency Services in the Municipality of Kincardine.


As a result of this retirement, the Municipality requires that a new Deputy Fire Chief be appointed. Senior Captain, Don Huston has agreed to step into this roll on an interim basis until a new Deputy Fire Chief is selected.

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising.     2) Labour Relations or employee negotiations and personal matters about an identifiable individual, including municipal or local board employees (Organizational Review); and

    Further, that Council return to Regular open meeting upon completion.
