​​​Mayor Anne Eadie called to order the Committee of the Whole meeting of the Council of The Corporation of the Municipality of Kincardine at 5:03 p.m. on Wednesday, May 22, 2019 in the Council Chambers at the Municipal Administration Centre.​

    THAT the minutes of the C O W meeting held on May 13, 2019 be adopted as printed.

Ms. Wood and Mr. Brohman provided information on the role of Saugeen Conservation outlining specifics of what they do, details on the watershed, history of conservation authorities, conservation efforts, projects completed in Municipality of Kincardine.

Councillor Kennedy assumed the Chair.

    THAT Committee of the Whole recommend Council accept recommendation as set out in the report and consider as a Matter Arising from Committee of the Whole. 

    Carried.

Questions were raised regarding the JumpStart program including the amount of funds available.  It was noted that the municipal program would incorporate donations from groups/individuals.

    THAT Committee of the Whole recommend Council accept recommendation as set out in report with funding to come from the Streetlighting Fund Balance (Equipment Replacement Reserve Fund 49) and Lifecycle Reserve Fund 82, and consider as a Matter Arising from Committee of the Whole.

    Carried.

Discussion took place regarding extension of life of the structure and road closures during the work.

    THAT Committee of the Whole recommend Council accept recommendation as set out in report, amended to include that the Municipality is willing to share costs 50/50 on diesel generator, and consider as a Matter Arising from Committee of the Whole.

    Carried.

Mayor Eadie noted thank you card from Kinetics Robotics Club.

Mayor Eadie turned the Chair over to Deputy Mayor Wilson. Mayor Eadie left the Council Chambers.

Councillor Kennedy indicated that he and the Director of Parks & Recreation are bringing groups together to discuss.  It was noted that noise levels should be looked at. 

Mayor Eadie returned to the Council Chambers.  Deputy Mayor Wilson turned the Chair over to Mayor Eadie. 

2. Communications 8.5 u. Kate Thompson re: Municipal Composting Program

It was confirmed a response would be forwarded to Ms. Thompson by Staff.
