The Committee of the Whole (C O W) meeting of the Council of The Corporation of the Municipality of Kincardine will be called to Order at ____ p.m. on Wednesday, February 19, 2020 in the Council Chambers at the Municipal Administration Centre.

Stephen Rouse, Phoenix AMG Inc. will provide the Airport Report from April 1, 2019 to January 31, 2020.

While the population has not increased significantly over the last census period, the Municipality has been preparing for significant growth as a result of business development in the area. A strategic planning process began last fall, and these are the results of that process.

The Economic Development Strategic Plan is intended to be a document to guide Council and Staff to leverage current opportunities to create sustainable, responsible, economic development.

The Corporate Strategic Plan will be a guiding document that will identify key internal activities that the Municipality should undertake to ensure that services meet the needs of a growing community, in an efficient, modern and innovative manner.

The purpose of this report is to obtain Council approval for delegating authority to the Treasurer/Director of Finance to enter into any and all Tax Extension Agreements, as provided by Section 378 of the Municipal Act, 2001.

The Municipality of Kincardine is required under Ontario Regulation 284/09 to report on amortization, post-employment benefits and solid waste landfill closures and post-closure expenses that are excluded from the annual budget. For 2020, expenditures of ~ $6.3 million have been excluded from the budget.

The Municipality is required to follow the accounting standards established by the Public Sector Accounting Board (PSAB). With the introduction of tangible capital asset accounting in 2009, the new accounting standards do not require budgets to be prepared on a full accrual basis. The Municipality continues to prepare budgets on a modified accrual basis.

A key outcome of the annual budget is a tax rate which Council approves. This tax rate is based on annual cash requirements and therefore does not include the PSAB requirements around accrual accounting and accounting for non-financial assets and liabilities

The Paddy Walker Heritage Society is submitting an application for a Rural Economic Development Grant for an extensive rehabilitation of the siding and windows of the Walker House, as well as an upgrade to the heating/cooling system. They have requested that the Municipality of Kincardine support their grant application by writing a letter of support to be included in their application. There is no financial request. The deadline for the application is February 24, 2020. 

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.
