The Committee of the Whole (C O W) meeting of the Council of The Corporation of the Municipality of Kincardine will be called to Order at ____ p.m. on Wednesday May 22, 2019 in the Council Chambers at the Municipal Administration Centre.

    THAT the minutes of the C O W meeting held on May 13, 2019 be adopted as printed.

The Municipality of Kincardine has By-law No. 2002 – 145, which prohibits overnight camping in public places and Municipal parks owned by The Corporation of the Municipality of Kincardine. The Municipality received a request from Rotary District 6330 for an exemption to this by-law which would allow their Interact and Youth Exchange Students to camp overnight at Rotary Park from June 13-15, 2019 in conjunction with the Rotary District 6330 Conference taking place in Kincardine at that time. Along with camping overnight, they would require access to washrooms/showers, as well as hydro and water. Staff is recommending that Council authorize the exemption for the period requested above.

A proposal is being presented to implement recreational advertising to generate additional revenue for the Municipality which could then be used to support families and individuals with access to recreation and leisure programs through the creation of a financial assistance program. Staff are seeking support to develop and Advertising Policy and a Recreation and Culture Financial Assistance Program.

7ACRES and Bruce Power have approached the County and the Municipality to address safety concerns at the intersection of Bruce Road 20 and Farrell Drive.

The repairs to structure 2206 on Broadway Street Bridge were included in the 2019 Capital Budget Plan. The scope of work includes repairs to the east end of the south girder and to the bearing seat at the west end of the south girder. One bid was received and was reviewed by our municipal engineer. 

The Waste Management Update Report is for information. Due to legislative changes, a number of programs are being amended.

The purpose of this report is to update Council on the cost sharing agreement with the Township of Huron-Kinloss for the installation of a permanent back-up generator at the Huronville Well Site for the Huron-Kinloss Lakeshore Distribution System

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.
