Mayor Anne Eadie called to order the Committee of the Whole (C O W) meeting of the Council of The Corporation of the Municipality of Kincardine at 5:21 p.m. on Monday, March 2, 2020, in the Council Chambers at the Municipal Administration Centre.

Ms. Morton and Mr. Kuntz provided an update on Western Waste Management Facility, Lasting Solutions - Permanent Disposal, Company Highlights, and Community Sponsorships. 

In response to enquiries, Ms. Morton explained the impact on the hosting agreement and associated payments of the Deep Geologic Repository project not proceeding, the difference between interim storage and permanent disposal, Bruce Power does have some electric vehicle charging stations on site.

Committee of the Whole members commented on need for dialogue and consultation relating to alternate solutions and the involvement of the federal government.  

Councillor Haight assumed the Chair.

Andrew Mirabella, Hemson Consulting Ltd., outlined details of the water and sewer rates study including; background information and study objectives, summary of water and wastewater infrastructure, rate setting and financial analysis, rate results and impact per user for status quo and harmonized rate structure.

Mayor Eadie reported on: International Women's Day; Brucelea Haven; Canadian Nuclear Association Conference.

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.

Councillor Couture provided report, as requested at previous meeting, indicating that the review of the Conservation Authorities Act does not contemplate an exit clause for municipalities, is not an option for the Municipality.

  3. Communications 8.5 c. Ministry of Municipal Affairs and Housing - Municipal Modernization Program.

In 2013 Council passed a road dedication by-law for several parcels of land. Due to the parcels being under different ownership names (Municipality, Township, Public Authority etc.) the by-law could not be registered on title. The parcel of land identified as PIN 33302-0022 aka North Line is required to be established as part of the Municipality's public highway system. And further assumed and dedicated for road purposes. Upon approval of the by-law it will be registered therefore providing adjacent properties frontage on an open and maintained municipal roadway.

THAT the "Road Dedication (PIN 33302-0022 - North Line) By-law" be deemed to be read a first, second, and third time, finally passed and numbered as By-law No. 2020 - 029.

A title search was completed for PIN 33294-0418 aka Victoria Street. The roadway is currently maintained as part of the municipal roadway, therefore, a by-law establishing the road as part of the Municipality's public highway network and further assuming and dedicating the land for road purposes is required. Upon approval of the by-law it will be registered therefore providing the adjacent properties frontage on an open and maintained municipal roadway. Therefore, the No Demand for Municipal Services Agreement can be released on title from Part Lot 58 Con A Kincardine, Part 3, 3R3036, Municipality of Kincardine.

THAT the "Road Dedication (PIN 33294-0418 - Victoria Street) By-law" be deemed to be read a first, second, and third time, finally passed and numbered as By-law No. 2020 - 030.
