Mayor Kenneth Craig called to order the Committee of the Whole (C O W) meeting of the Council of The Corporation of the Municipality of Kincardine at 5:16 p.m. on June 5, 2023 in the Council Chambers at the Municipal Administration Centre.

Note: Some Council Members attended electronically.

Item of Business: 8.1 (b) Request for Noise By-law Exemption – Rock with your Docs 
General Nature of Interest: Wife, Dr. Angela Cavanagh, will be one of those awesome rocking Doctors and will be taking to the stage at 6pm as part of the Kincardine hospital band: Local Anesthesia.

General Nature of Interest: Sits on the Board of Directors for the Blues Festival

General Nature of Interest: Helping to organize the event.

Councillor Cavanagh, Deputy Mayor Clark and Councillor Kennedy left the Council table and did not comment on the business item indicated while the matter was considered.

Fort Papalia, President of Kincardine Pride Inc. presented information on the Kincardine Pride Parade and 2SLGBTQ+ Celebration on Saturday June 24, 2023.

Matt Betik from KPMG was in attendance to provide the Audit Report. 

Committee of the Whole inquired about policies implemented to assist with oversight, surplus in 2022, impact of a cyber attack  on municipal financials in general, and changes in asset retirement obligations.

    That Committee of Whole recommend that Council approve the draft 2022 Consolidated Financial Statements as presented.

Chris Loreto from StrategyCorp was in attendance to provide an overview of the finalized Governance Review Report.

Committee of the Whole inquired about the process for Planning Meetings, delegation of authority, appointing committees of Council, and a discussion of an earlier start time for meetings (4 p.m.) will come with the procedure by-law review.

    That Committee of Whole recommend that Council receive the Governance Review – Final Report; and

    Further that Council direct Staff to bring back the draft Procedure By-law for review and a proposed timeline for implementation.

    That Committee of Whole recommend that Council pass a by-law at the June 19, 2023 Council meeting, to adopt the updated Community Investment Grant Policy, including the application form and statement of accountability.

    That Staff Report #2023-17 entitled Queen Street Reconstruction Borrowing be received; and

    That authorization be given to obtain a $4,556,500 debenture from Ontario Infrastructure and Lands Corporation (“OILC”) for long-term financing with repayment terms of 20 years to finance the Queen Street Sewermain project; and

    That authorization be given to the Treasurer to sign any necessary and related documents; and

    Further that Council approve the attached Borrowing By-law.

    That Committee of Whole recommend that Council pass a By-law to enter into a Limiting Distance Agreement with the owner of West Ridge on the Lake Inc. (WROTL) - Angelo Orsi, pursuant to 9.10.15.2.(4) of the Ontario Building Code 2012; and

    Further that Council authorizes the Mayor and Clerk to execute all required documentation on behalf of the Municipality.

    Carried.

The Mayor reported on the Community Paramedic Program.

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.
