Mayor Kenneth Craig called to order the Committee of the Whole (C O W) meeting of the Council of The Corporation of the Municipality of Kincardine at 5:06 p.m. on February 6, 2023 in the Council Chambers at the Municipal Administration Centre.

Deputy Mayor Clarke left the Council table and did not comment on the business item while this matter was considered.

Becky Smith, Director, Centre for Municipal Innovation NII, provided an update that included the history of the Municipal Innovation Council and Nuclear Innovation Institute, highlights of 2022, the Smart Beach project, and 2023 priority planning.

Committee of the Whole discussed the IT service review savings, SMART Beach Project application and funding for MIC. 

Brent Fisher, Jason Van Wart, Nuala Zietsma, Mark Welt, Brent Fisher and Kaitlyn Nevill, from OPG provided an update. The presentation included the role of OPG and nuclear power, company highlights including the 2022 Reconciliation Action Plan, Nuclear Sustainability Services, Western Clean Energy and Sorting Facility, lasting solutions for nuclear by products (used fuel and low and intermediate waste), environmental stewardship, and community engagement.

Committee of the Whole inquired about the waste sorting and recycling process, the Pickering Nuclear Generating Station Units 5-8 Refurbishment Study, incentives for electric vehicles, and low and intermediate waste from Pickering and Darlington.

Rick Clarke provided an update to Council on the 2023 Lighthouse Blues Festival being held on July 14-16, 2023 including a history of the event, the economic impact, partnership with Kincardine and District Lions Club for the "All Wheel Park", and 2023 Festival.  

Jeff Loney, County of Bruce Economic Development Manager was present to answer questions.

Committee of the Whole asked about remuneration and reporting back after the event.

    THAT Committee of the Whole recommend that Council approve staff’s international travel with the Bruce County Economic Development contingent at the MIPIM event, as per policy GG. 1.4; and 

    THAT Council provide pre-budget approval for the participation of the Municipality’s Economic Development Officer; and further

    THAT staff be directed to fund staff’s accommodation and travel through the Council conference 2023 budget.

    That Committee of the Whole recommend that Council endorse the Values identified in this report; and further

    That Council endorse the Focus Areas and Strategic Objectives in this report and direct staff to identify actions based on these endorsed priorities; and further 

    That Council direct staff bring back a finalized Integrated Strategy based on the endorsed Values, and Focus Areas and Strategic Objectives, including actions.

Mayor Craig will provided an update on the Rural Municipal Association Conference (ROMA), a meeting with Municipality of South Bruce and Nuclear Waste Management Organization to receive an update on their DGR bid, and that the County of Bruce has approved their budget for 2023 with a 2023 net levy increase be 7.91%.

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.

That the “Farmer’s Market Sign Agreement (2023) By-law” be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2023 - 017.

THAT the “The Inn at the Harbour Sign Agreement (2023) By-law” be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2023 - 018.
