The Committee of the Whole (C O W) meeting of the Council of The Corporation of the Municipality of Kincardine will be called to Order at ____ p.m. on February 6, 2023 in the Council Chambers at the Municipal Administration Centre.

    THAT the minutes of the C O W meeting held on January 23, 2023 be adopted as printed.

Becky Smith, Director, Centre for Municipal Innovation NII, will be providing an update to the Council as part of Council's external partner orientation.

Jason Van Wart, Nuala Zietsma, Mark Welt, Brent Fisher and Kaitlyn Nevill, from OPG will be providing an update to Council as part of Council's external partner orientation.

Rick Clarke will be providing an update to Council on the 2023 Lighthouse Blues Festival on July 14-16 as part of Council's external partner orientation.

Economic Development staff from the Municipality of Kincardine have been invited to be part of the Bruce County business retention, expansion and attraction team participating at the global MIPIM event in France.

The team includes staff and elected officials from Bruce County, and is as a result of an application offered through the Economic Developers Association of Canada, which identified this as a key opportunity to promote the County and focus on attracting Clean Energy businesses to the region.

The Municipality’s Policy G.G.1.4 related to international travel requires Council approval.

    THAT Committee of the Whole recommend that Council approve staff’s international travel with the Bruce County Economic Development contingent at the MIPIM event, as per policy GG. 1.4; and 

    THAT Council provide pre-budget approval for the participation of the Municipality’s Economic Development Officer; and further

    THAT staff be directed to fund staff’s accommodation and travel through the Council conference 2023 budget.

Council is in the process of identifying priorities for a refresh of the Integrated Strategy. The Integrated Strategy is intended to provide a common and focused road map of priorities for staff and Council over the next two years. It will help to guide decision making, budget and resource allocation and identify the potential for collaboration on actions within the organization and with community partners.

This report provides a draft of the Focus Areas and Strategic Objectives based on Council’s discussions and review of the existing Integrated Strategy which was undertaken during the priority setting workshops held on December 12, 2022, and January 18, 2023.

Once these priorities have been endorsed by Council, staff will identify draft actions to achieve Council’s priorities with measures to monitor progress. These actions will also reflect Council deliberations on potential operational budget reductions being considered through the 2023 budget.

Values have also been drafted based on Council’s discussion on commitments that will help support meaningful and respectful relationships with Council, staff and the community. The wording for these values were also drawn from the Corporate Strategic Plan’s Principles to align and merge the principles with the values and have one common set of commitments for the organization.

Following Council’s endorsement, staff will prepare a finalized draft Integrated Strategy for approval.

    That Committee of the Whole recommend that Council endorse the Values identified in this report; and further

    That Council endorse the Focus Areas and Strategic Objectives in this report and direct staff to identify actions based on these endorsed priorities; and further 

    That Council direct staff bring back a finalized Integrated Strategy based on the endorsed Values, and Focus Areas and Strategic Objectives, including actions.  

Mayor Craig will provide an update on the Rural Municipal Association Conference (ROMA).

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.

Pass a By-law to authorize an Agreement with the Kincardine Farmer's Market to permit a directional blade sign on Municipal Infrastructure.  


THAT the “Farmer’s Market Sign Agreement (2023) By-law” be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2023 - 017.

Pass a By-law to authorize an Agreement with 1091711 Ontario Ltd. to permit directional blade signs on Municipal Infrastructure.  


THAT the “The Inn at the Harbour Sign Agreement (2023) By-law” be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2023 - 018.

Recommendation: Receive and file statistical reports.

The purpose of this report is to provide Council with an updated regarding the rental of the Lab Room at the Hawthorne Community Clinic.

The Municipality of Kincardine was approached by the Kincardine Family Health Team regarding the lease of additional space at the Hawthorne Community Clinic for the use as a COVID testing centre. The Lab Room was identified as a viable location and is currently vacant.

The Lab Room is located at the East Entrance of the Community Clinic.
