The Regular Meeting of the Council of The Corporation of the Municipality of Kincardine will be called to Order at 5:00 p.m. on January 22, 2025, in the Council Chambers at the Municipal Administration Centre.

Deputy Mayor Clarke will open the meeting with the Land Acknowledgment Statement.

The Municipality of Kincardine has contracted MHBC Consultants to complete the comprehensive zoning review. Through the consolidated review, staff have provided comments, direction and updates to align with the provincial direction of the PPS as well as the Kincardine Official Plan. Through this process, key areas of the by-law were identified and incorporated into the by-law to help align with the overall vision and goals of the Municipality. This process also afforded the Municipality opportunity to address any redundancies, outdated provisions, provisional clarification and better align with not only the Municipal landscape, but provincial direction as well.

    That the Council of the Municipality of Kincardine receives the Comprehensive Zoning By-law – Consolidated DRAFT as information for review and public engagement; and

    Further, that a Public Meeting be held February 12, 2025, in accordance with Section 34(12)(a)(ii) of the Planning Act RSO 1990.

The purpose of this Agreement is to outline the framework for the provision of planning services by the County and to establish an updated Agreement. It is the role of the Planners to consult with appropriate staff, community and Municipal Council, develop plans and related By-laws regarding land use matters within the Municipality that take into account the requirements of Provincial Legislation and policy direction, community objectives, land features, environmental features and constraints and public input, and then to apply the By-laws and plans approved by Council to development-related applications that are submitted by third parties. These same considerations apply to the Planner’s role in developing policy and addressing special projects.

    That the Council of the Municipality of Kincardine repeal By-law 1999-32 and pass a By-law to enter into an Agreement for Planning Services (Memorandum of Understanding) between the Municipality of Kincardine and The County of Bruce.

The purpose of this report is to provide Council with an update on the Impact Assessment (IA) process for the Bruce C Nuclear project. In recent months, several key documents have been posted on the IAAC public registry for the Bruce C project and work is rapidly advancing through the Planning Phase (step 1). In late 2024, the Impact Assessment Agency of Canada (IAAC) confirmed that a full IA will be required for the project.

Council is being asked to award the proposal to the highest scoring bidder, Weiler’s Cleaning and Restoration Ltd., in the amount of $442,500 over a 5-year term ($88,500 annually). One bid submission was received for this RFP.

At the meeting of September 25, 2024, Council appointed members to fill the vacancies on three committees/boards after the passing of Councillor Kennedy: Saugeen Mobility and Regional Transit Board, Bruce Area Solid Waste Recycling (BASWR) and the Community Investment Grant Review Team. These appointments were temporary until the Ward 1 vacancy was filled and a review completed.

Council can now review the Council appointments to committees and boards and determine if changes are required.

Council adopted a new Community Improvement Plan for the Municipality in 2024 which allows for a broader range of financial incentives. In 2024, the Municipality funded and worked with the County of Bruce to offer additional Spruce the Bruce grants to support downtown Kincardine and downtown Tiverton businesses and property owners. Over $25,000 was approved for downtown façade, signage, awnings, patios and beautification efforts.

Staff recommend that the Municipality continue to collaborate with the County on the Spruce the Bruce program in 2025 to support downtown beautification efforts. Requests for grant applications will be promoted early in 2025.

Staff have proposed $60,000 in the 2025 budget process and should Council decide to approve this amount staff will bring back a recommendation following Council’s budget and strategic plan discussions and decisions for the remaining $40,000.

    That the 2025 Community Improvement Plan (CIP) program and funding continue to support downtown beautification; and,

    That Council direct staff to work with Bruce County Economic Development staff to assist with the implementation and administration of the downtown beautification program through Spruce the Bruce; and

    Further that Council direct staff to utilize $20,000 from the 2025 CIP proposed budget to continue this program in collaboration with Bruce County’s “Spruce the Bruce” Program.

The Hawthorne Community Clinic is owned by the Municipality and currently is rented to three tenants. The purpose of this report is to provide Council with an update on how the space is currently occupied as well as to communicate the need for future space planning in order to accommodate the number of physicians needed to support populations growth.

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.

Recommendation: Receive and file all communications.

    2) A position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the Municipality or Local Board (Lease at Hawthorne Community Clinic);

    3) A trade secret or scientific, technical, commercial, financial, or labour relations information, supplied in confidence to the Municipality or Local Board, which if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization (Westario Power Update);

    4) Personal matters about an identifiable individual, including municipal or Local Board employees, or potential appointees to a Local Board, Ad-Hoc Committee, or other municipally controlled organization (CAO's Annual Goals); and

    Further, that Council return to Regular open meeting upon completion.
