Mayor Gerry Glover called to order the Council of The Corporation of the Municipality of Kincardine at 5:00 p.m. on Monday, June 20, 2022, in the Council Chambers at the Municipal Administration Centre. 

Note: Some members of Council and Staff appeared virtually.

Mayor Glover opened the meeting with the Land Acknowledgment Statement.

    THAT the Council of the Municipality of Kincardine declare the Kincardine Scottish Festival and Highland Games (KSFHG) as a Municipally Significant Event that will take place, July 1, 2, and  3, 2022 at Victoria Park;

    AND FURTHER THAT Council grant an exemption from GG.1.6 Alcohol Risk Management Policy (ARMP) to allow the extension of serving hours of the KSFHG licensed Pub Tent until 2:00 am on Saturday July 2, 2022 and Sunday July 3, 2022 subject to any required municipal approvals;

    AND FURTHER THAT Council approve the KSFHG's request for an exemption to the ARMO to allow the sale of tickets until 1:45 a.m. on Saturday July 2, 2022 and Sunday July 3, 2022 subject to any required municipal approvals;

    AND FURTHER THAT Council approve the KSFHG's request for an exemption to the ARMP to allow the sale of 4 tickets at a time to each person between 11:00 p.m. and 1:00 a.m. Friday July 1 to Sunday July 3 subject to any required municipal approvals;

    AND FURTHER THAT all pets, excluding service animals be prohibited from Victoria Park from 3:00 p.m. on Friday July 1, 2022 to 6:00 p.m. on Sunday July 3, 2022 to facilitate KSFHG events.

    WHEREAS the Integrity Commissioner Report of June 15, 2022 by Harold G. Elston regarding two applications for Investigation of Councillor Dorne Fitzsimmons for breaching the Council Code of Conduct was presented to and reviewed on June 20, 2022;

    NOW THEREFORE BE IT RESOLVED THAT Council approve the suspension of Councillor Fitzsimmons's remuneration for 90 days.
