The Regular Meeting of the Council of The Corporation of the Municipality of Kincardine will be called to Order at 5:00 p.m. on Monday September 21, 2020 electronically in the Council Chambers at the Municipal Administration Centre.

Individuals making applications under Municipal Act S. 357 may make representation to Council and will be afforded the opportunity to do so at this meeting.

    WHEREAS S.357 of the Municipal Act provides a process for property owners to apply for a cancellation, reduction and refund of taxes under specific circumstances including but not limited to a change in the use of a property, demolition or fire, the property being substantially unusable for a period of at least 3 months or a gross and manifest error in the preparation of the assessment roll;

    AND WHEREAS in the opinion of staff, the 2 write-offs (Appeal No. 2020-25 and 2020-28) meet the criteria set out in the Municipal Act;

    AND WHEREAS the total of the applications amount to $2,212.32, with the municipal share being $1,349.35;

    NOW THEREFORE BE IT RESOLVED THAT Council approve the applications as provided.

This By-law is a house keeping item to update the 2020 Budget By-law No. 2020 - 015 per the following Council resolutions:

  1. Resolution #05/04/20 - 07 to reduce the Maple Street Reconstruction project from $860,000 to $40,000 (for engineering);
  2. Resolution #05/04/20 - 17 to include $820,000 to the Goderich St Erosion project and to increase the project budget by another $120,000 from the lifecycle reserve fund;
  3. Resolution #06/08/20 - 06 to increase the Huron Terrace Forcemain Replacement project by $29,030 (funded from long term debt);
  4. Resolution #06/08/20 - 07 to increase the Tiverton Standpipe Pump project from $40,000 to $174,626 funded by RF24 (remainder) and RF82; 
  5. Resolution #06/08/20 - 07 to increase the Kincardine Standpipe Pump project from $125,000 to $509,476 funded by RF68;
  6. Resolution 06/01/20 - 04  to increase One Tonne Truck purchase by $1,334 funded by the Bruce Telecom Dividend;
  7. Resolution 09/09/20 - 03 to include $70,000 for Medical Centre Computers funded by the Contingency Reserve.
