​​​​​​​​​Mayor Anne Eadie called to order the Regular Meeting of the Council of The Corporation of the Municipality of Kincardine at 5:00 p.m. on Monday, September 21, 2020 electronically in the Council Chambers at the Municipal Administration Centre.

Deputy Mayor Wilson, Clerk Lawrie and Deputy Clerk White were in attendance in person and all other Council Members and Staff attended electronically.

    THAT the minutes of the Council meetings held on September 9, 2020 and September 14, 2020 be adopted as printed.

Councillor Cuyler provided Notice of Motion for the October 5, 2020 meeting in regards to a human resources matter.

    WHEREAS S.357 of the Municipal Act provides a process for property owners to apply for a cancellation, reduction and refund of taxes under specific circumstances including but not limited to a change in the use of a property, demolition or fire, the property being substantially unusable for a period of at least 3 months or a gross and manifest error in the preparation of the assessment roll;

    AND WHEREAS in the opinion of staff, the 2 write-offs (Appeal No. 2020-25 and 2020-28) meet the criteria set out in the Municipal Act;

    AND WHEREAS the total of the applications amount to $2,212.32, with the municipal share being $1,349.35;

    NOW THEREFORE BE IT RESOLVED THAT Council approve the applications as provided.

  • Consent Agenda

    THAT Council approve the recommendations contained in the consent agenda dated Monday, September 21, 2020 and direct staff to proceed with all necessary administrative actions excluding:

    1. Statistical Reports - 7.1 b - Building and Planning Report Month Ending August 2020 - Item was noted;
    2. Communications - 7.3 f - Nuclear Waste Management Organization News Vol. 28, Issue 2 - Councillor Roppel will bring forward a motion at the October 5, 2020 meeting.

  • Grey Bruce Health Unit

    THAT Staff be directed to communicate with the Grey Bruce Health Unit regarding opening additional testing centres and express concerns regarding COVID Protocols.

  • Pedestrian Summer Access Area

    THAT, as outlined in Report Economic Development-2020-06, Queen Street be closed from North of Durham Market Street North to Lambton Street, from Friday 5 PM to  Sunday 9 PM, commencing June 25th weekly through September 5th, 2021;
    AND FURTHER THAT examination of start date be reconsidered should weather permit;
    AND FURTHER THAT should larger events be permitted by the Province under the Emergency Management and Civil Protection Act, the addition of Mondays to include Market in the Park be approved subject to agreement of the Kincardine BIA and Kincardine Chamber of Commerce and the Municipality of Kincardine , with the CAO delegated the authority to agree;
    AND FURTHER THAT the Parking and Traffic By-law be amended to include the addition of four accessible parking spaces to the municipal lots or side streets during the closure;
    AND FURTHER THAT all appropriate items under administration be sent to the Accessibility Advisory Committee for review;
    AND FURTHER THAT the road closure be administered by Staff through guiding documents;
    AND FURTHER THAT the Chief Administrative Officer be given authority to make any changes needed, provided it is within the guideline set out above;

    AND FURTHER THAT Council approve this in principle with the Pandemic Economic Recovery Team to conduct a public survey of the closure.

  • Reopening of Recreational Programming and Services

    THAT Council support the recommendations contained within the Report Parks and Recreation 2020 - 10, with regards to the re-opening of programming and services at the Davidson Centre and the Tiverton Sports Centre.

  • Return to in-person meetings

    THAT Council direct Staff to proceed with Option 3 for return to in-person meetings and continue with electronic meetings for the remainder of 2020;

    AND FURTHER THAT Council direct Staff to investigate an in-person meeting for future budget meetings;
    AND FURTHER THAT upgrades to the audio and visual equipment in the Council Chambers to accommodate hybrid meeting be considered in the 2021 budget;
    AND FURTHER THAT Committee meetings continue to be held electronically to continue to support social distancing.
