Mayor Craig called to order the Regular Meeting of the Council of The Corporation of the Municipality of Kincardine at 5:00 p.m. on May 22, 2024 in the Council Chambers at the Municipal Administration Centre.

Councillor Hinchberger opened the meeting with the Land Acknowledgment Statement.

General Nature of Interest: Spouse’s professional position and income, as well as having a shareholder interest in the Dr. A Cavanagh Medicine Professional Corporation

Councillor Cavanagh left the Council table and did not comment on the business item while this matter was considered.

Jonathon Jones from St. Anthony's Parent Council made a presentation on the School Resource Officer sharing their support for the position and asking Council to reconsider this issue.

    That Council add $15,000 to the Strategic Planning Budget to provide for consultants to assist in the development of a Strategic Plan for 2025.

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.

    That Council move into closed session pursuant to Section 239 (2) of the Municipal Act, 2001, as amended for the purpose of considering:

    1) The Closed Session minutes dated May 8, 2024; 

    2) Personal matters about an identifiable individual, including municipal or Local Board employees (Physician Recruitment); 

    3) A position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board (Organizational Impact of Development); and

    Further, that Council return to Regular open meeting upon completion.

    Carried.

Councillor Cavanagh and Councillor Blackwell declared a pecuniary interest in the Closed Session.

Mayor Craig reported that a closed meeting under Section 239 (2) of the Municipal Act was completed for the purpose of considering items: 
1) The Closed Session minutes dated May 8, 2024 were approved
2) Direction was provided to Staff regarding the Physician Recruitment to put a by-law for consideration on the open meeting agenda; and 
3) Direction was provided to Staff on the Organizational Impact of Development.

Councillor Cavanagh left the table during the vote.
