Call to Order

Mayor Gerry Glover called to order the Special Meeting of the Council of The Corporation of the Municipality of Kincardine at 5:00 p.m. on Wednesday, June 16, 2021, electronically in the Council Chambers at the Municipal Administration Centre.

The special meeting was called to appoint an eligible elector to fill a vacancy on Council (Ward 1 Councillor).

Mayor Glover, Deputy Mayor Roppel, Clerk Lawrie and Sam Colquhoun (Zoom Administrator) were in attendance in person and all other Council Members and Staff attended electronically.

Land Acknowledgment Statement

Councillor Kennedy opened the meeting with the Land Acknowledgement Statement.

Disclosure of Pecuniary Interest and the General Nature Thereof

None disclosed. 

3.

Business for Which the Special Meeting is Called

The Office of Councillor Ward 1 for the Municipality of Kincardine was declared vacant in accordance with section 262(1) of the Municipal Act, S.O. 2001.C.25 on April 26, 2021.

The process for filling this vacancy is outlined in the "Appoint an Eligible Elector to Fill a Vacancy Procedure" approved by Council on November 9, 2020. This meeting was called as the Council Appointment Meeting.

  THAT the following individuals, who have signified in writing that they are legally qualified to hold office and consented to accept the office if they are appointed to fill the vacancy, be considered for appointment to fill such vacancy:

Review of Candidates and Qualifications

Each of the candidates was afforded the opportunity to address Council for a period of not more than ten (10) minutes. The order of speaking was determined by lot. The order of speaking was

Vote for Candidate to be Appointed

The voting procedures Council will use to determine the Candidate to be appointed are outlined in the "Appoint an Eligible Elector to Fill a Vacancy Procedure" adopted by Council on November 9, 2020.

Clerk to Announce Successful Candidate

The Clerk announced that the successful candidate was Andrea Clarke.

By-law to Appoint new Council Member

  THAT the By-law to confirm the proceedings of the Council of The Corporation of the Municipality of Kincardine of Wednesday, June 16, 2021 be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2021 - 113.
