Mayor Gerry Glover called to order the Committee of the Whole (C O W) meeting of the Council of The Corporation of the Municipality of Kincardine at 6:31 p.m. on Monday, July 4, 2022 in the Council Chambers at the Municipal Administration Centre.

Councillor Fitzsimmons was in attendance electronically and shut off his video and did not comment on the business item while this matter was considered.

    THAT the minutes of the C O W meeting held on June 20, 2022 be adopted as printed.

Deepikaa Gupta from Grey Bruce Immigration Partnership, David Morris from Welcoming Community Grey Bruce, and Suneet Kukreja from the YMCA Settlement and Language Services provided a presentation on the circle of Support for Newcomer Integration.  The presentation included the role of the various organizations and how they work together to support immigrants/newcomers locally. They touched on various programs and initiatives including the Settlement Worker in Schools (SWIS), the One World Festival assistance provided to refugees from Syria, education on how to make the community more attractive to the newcomers, and their collaboration with other organizations.  

Committee of the Whole inquired about refugees from the Ukraine coming to the area.

After hearing from the delegation the Committee of the Whole considered CAO General-2022-04

    THAT Committee of the Whole recommend that Council approve signing an updated Memorandum of Understanding to extend the Municipal Innovation Council until December 31st, 2025 (3-year extension); ​

    AND FURTHER THAT Council direct staff to incorporate the required $26,707 annual MIC funding into the draft 2023 budget to support the MIC into the new 3-year extension. ​

    AND FURTHER THAT this be considered at the July 11, 2022 meeting of Council.​

Becky Smith from Municipal Innovation Council (MIC) provided a presentation on the work of the MIC. The presentation included the communities involved, the added value of the MIC to the partners, the Smart Beach Project, the digital mapping project, waste management & information technology, municipal staff training in equity, diversity and inclusion, mental health in the workplace, and Local Indigenous culture and history, and raising the profile of the MIC. 

Committee of the Whole inquired regarding the partnership with Nuclear Innovation Institute, where the Municipal savings have already come from including the vendor of record program and software economies of scale.

Councillor Couture left the meeting at 6:55 p.m. and returned at 6:57 p.m.

Committee of the Whole discussed that petitions are just one method used by Council when making decisions and also discussed the electronic format.

    THAT Committee of the Whole recommend that Council at the July 11, 2022 meeting approve the amendments to GG.3.13 Petitions Policy per Report Legislative Services 2022 – 19. ​

Committee of the Whole discussed the timeline for the ongoing studies.

Deputy Mayor left the meeting at 7:12 p.m. and returned at 7:16 p.m.

    THAT Committee of the Whole recommend that Council support the recommendation of Heritage Kincardine; ​

    AND FURTHER THAT Council defer the additional public meeting directed in resolution 10/13/21 - 09, until after the National Heritage Trust and Community Heritage Ontario have released the results of ongoing studies and provided recommendations to mitigate issues related to insurance of designated residential properties including perceptions of those insurance issues. ​

    AND FURTHER THAT this be considered at the July 11, 2022 meeting.​

Robert Watson from Bruce Telecom provided an update. The presentation included the impact of COVID/19, potential future growth, wire line business is declining 6% per year (telephones) however transition is occurring to other services, expansion into other areas including Chesley, future plans to provide fibre based services, the hiring of a new CAO and the negotiation of a new labour contract. 

Committee of the Whole inquired about the new CAO and high speed internet to underserviced areas of the Municipality. 

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.

THAT Council authorize the request of Kincardine Bulldogs for an exemption from the provisions of the Noise Control By-law No. 2008 - 076; for the hours of 11:00 p.m. Saturday July 30, 2022 to 2:00 a.m. on Sunday July 31, 2022 for fundraising event being held at Reunion Park, Station Beach.

THAT Council authorize the request of Josh Bragg for an exemption from the provisions of the Noise Control By-law No. 2008 - 076; for the hours of 11:00 p.m. Friday July 8, 2022 to 2:00 a.m. on Saturday July 9, 2022 for a wedding event being held at 521 Huron Terrace.

THAT Council accept, with regret, the resignation of Misty Traynor from the Kincardine BIA;

AND FURTHER THAT Council extend its best wishes to Misty Traynor in all her future endeavors;

AND FURTHER THAT this seat be declared vacant.
