Mayor Anne Eadie called to order the Planning and Corporate Services Meeting of the Council of The Corporation of the Municipality of Kincardine at 5:00 p.m. on Monday, January 18, 2021 electronically.

All Council Members and Staff attended electronically.

Name: Dorne Fitzsimmons

Item of Business: 5.2 Facility User Insurance Program

General Nature of Interest: Son works for local broker

Councillor Fitzsimmons was in attendance electronically and shut his video off and did not comment on the business item while this matter was considered.

  • 5.1 Easement Exemption - 413 McCullough Crescent

    THAT Council direct staff to revise the wording for the easement registered on Part 12 3R9268, Lot 126 Plan 3M-98, to allow for a building location with all associated costs borne by the land owner;

    AND FURTHER THAT the Mayor and CAO are authorized to sign all required documentation.

  • 5.2 Facility User Insurance Program

    THAT Council authorize the implementation of the Facility User Insurance Program effective January 25th, 2021;
    AND FURTHER THAT the 2021 Consolidated Rates and Fees By-Laws be amended to reflect the addition of the insurance premiums to the users’ invoices.

  • 5.3 Election Process for Deputy Mayor

    THAT Council review of the Role of the Deputy Mayor to create a more fulsome description of their role within the Municipality of Kincardine; 

    AND FURTHER THAT Council provide public notice, receive public input by way of a survey on Kincardine Talks and hold a public meeting to receive input prior to making a decision on the options for the election of the Deputy Mayor.

    THAT Council move into closed meeting for the purpose of considering labour relations and employee negotiations (retirement agreement), advice that is subject to solicitor-client privilege, including communications necessary for that purpose (advice pertaining to negotiations), an a proposed or pending acquisition or disposition of land by the municipality or local board (Bervie Park) pursuant to Section 239 (2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Council return to regular open meeting upon completion.

    Carried.

Mayor Eadie reported that a closed meeting had been held to discuss labour relations and employee negotiations (retirement agreement), advice that is subject to solicitor-client privilege, including communications necessary for that purpose (advice pertaining to negotiations), and a proposed or pending acquisition or disposition of land by the municipality or local board (Bervie Park).  Direction was provided in the closed meeting to Staff on the retirement agreement and the advice pertaining to negotiations. Staff was also directed that the Bervie Park not be declared surplus land.
