The Regular Meeting of the Council of The Corporation of the Municipality of Kincardine will be called to Order at 5:00 p.m. on November 27, 2024, in the Council Chambers at the Municipal Administration Centre.

Councillor Cavanagh will open the meeting with the Land Acknowledgment Statement.

Alexis Cook, Community Safety and Wellbeing Coordinator, Jane Hartley, Executive Director of Victim Services and Inspector Keegan Wilcox, OPP Detachment Commander will be presenting on Community Safety and Wellbeing Planning.

The current generator at the Davidson Centre lacks the capacity to operate the entire facility in the event of a power outage. Presently, staff must manually switch off building systems to avoid overloading the generator. Staff are seeking pre-budget approval of this item due to its critical nature in operating building systems during power outages or emergencies

    That Council approve pre-budget 2025 funding for the Davidson Centre Generator Replacement Project in the amount of $600,000 to be funded by the Lifecycle Reserve Fund.

Throughout 2024, Staff have been working to fulfill the recommendations outlined in the Pier Safety Report.

In addition to these updates, Staff is seeking approval from Council for both the north and the south piers to be closed annually from November 1st to April 1st. This requested mitigation is to reduce staff risk that is inherent when working on the piers during winter months.

    That the “Appointment By-law Enforcement (Municipal Support Services Inc.) 2024” be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2024 - 

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.

    That Council approve the recommendations contained in the consent agenda dated November 27, 2024 and direct staff to proceed with all necessary administrative actions.

    That Council move into closed session pursuant to Section 239 (2) of the Municipal Act, 2001, as amended for the purpose of considering:

    1) The Closed Session minutes dated November 13, 2024; 

    2) Litigation or potential litigation, including matters before administrative tribunal, affecting the Municipality or Local Board and advice that is subject to solicitor-client privilege, including communications necessary for that purpose (Potential Litigation Update - Secord Monument);

    3) Personal Matters about an identifiable individual, including municipal or local board employees (Physician Recruitment Agreement);

    4) A position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the Municipality or Local Board (Lease Agreement - Land adjacent to 177 Harbour Street);

    5) Labour relations or employee negotiations (Collective Bargaining Update); and

    Further, that Council return to Regular open meeting upon completion.
