Call to Order

 

Mayor Kenneth Craig called to order the Regular Meeting of the Council of The Corporation of the Municipality of Kincardine at 5:00 p.m. on February 6, 2023 in the Council Chambers at the Municipal Administration Centre.

Mayor Craig opened the meeting with the Land Acknowledgment Statement.

Council concurred with starting the Closed Meeting at 6 p.m.

    THAT Council move into closed meeting for the purpose of considering advice that is subject to solicitor-client privilege, including communications necessary for that purpose ( Section 258 of the Municipal Act, Human Resources matter), litigation or potential litigation, including matter before administrative tribunals (Human Resources matter), and a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board (negotiations with the Kincardine Family Health Team), pursuant to Section 239 (2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Council return to regular open meeting upon completion.

Matters Arising from Closed Session

 

The hour of automatic adjournment was extended to the close of tonight's business during the closed meeting. 

Councillor Cavanagh declared a pecuniary interest regarding the negotiations with the Kincardine Family Health Team in the closed session.

Mayor Craig reported that a closed meeting has been held for the purpose of considering advice that is subject to solicitor-client privilege, including communications necessary for that purpose ( Section 258 of the Municipal Act, Human Resources matter), litigation or potential litigation, including matter before administrative tribunals (Human Resources matter), and a position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the municipality or local board (negotiations with the Kincardine Family Health Team). Direction was provided to Staff to place a motion on the open meeting agenda regarding the Section 258 of the Municipal Act item. Direction was provided to Staff in closed regarding the Human Resources Matter and the negotiations with the Kincardine Family Health Team.

  • Councillor Blackwell, Councillor Prenger and Councillor Steinhoff-Gray were not in the Council Chambers for this vote.

    THAT Council revoke Resolution #01/09/23 appointing Councillor Hinchberger to the Bruce Power Water Proposal Negotiation Team effective January 9, 2023.

Lead Opportunity with Bruce County

    THAT Council approve staff’s international travel with the Bruce County Economic Development contingent at the MIPIM event, as per policy GG.1.4; and 

    THAT Council provide pre-budget approval for the participation of the Municipality’s Economic Development Officer; and further

    THAT staff be directed to fund staff’s accommodation and travel through the Council Conference 2023 Budget.
