The Public Meeting (PM) of the Council of The Corporation of the Municipality of Kincardine will be called to Order at ____ p.m. on Monday, March 2, 2020 in the Council Chambers at the Municipal Administration Centre.

Development Charges

As per the Development Charges Act, 1997, S.O. 1997, c.27 Section 12(1) before passing a development charge by-law, the Council shall (a) hold at least one public meeting. Notice of the public meeting was given on February 5th, 2020, at least 20-days in advance of the public meeting, in accordance with the requirements of the regulations. The Area-specific Development Charge Background Study was made available publically on December 19, 2020 and a copy of the draft by-law was made available on February 13, 2020, at least two weeks prior to the public meeting.

PRESENTATION FROM CONSULTANT

Hemson Consulting will explain the area-specific development charges (DC) background study and the critical point of the area-specific DC calculations including the development forecast, total DC eligible costs, calculated rates and DC policies.

PRESENTATIONS FROM THE PUBLIC

Any person or public body that has comments will be heard.

QUESTIONS AND CLARIFICATIONS FROM COUNCIL

The Members of Council may question and make clarification. No decision is rendered at this time. 

 

• Motion#

  THAT the 2020 Area-Specific Development Charges Background Study - Highway 9 and Highway 21 Business Park (“9/21 Business Park”) prepared by Hemson Consulting Ltd. dated December 19, 2019, be hereby received;

  AND FURTHER THAT the statutory public meeting was held in accordance with the requirements of subsection 12(1) of the Development Charges Act, 1997 on March 2, 2020.
