​​​​​​​​​Mayor Gerry Glover called to order the Regular Meeting of the Council of The Corporation of the Municipality of Kincardine at 5:00 p.m. on Monday, October 3, 2022 in the Council Chambers at the Municipal Administration Centre.​

Note: Some Members of Council and Staff attended virtually.

Councillor Fitzsimmons opened the meeting with the Land Acknowledgment Statement.

    THAT Council approve the amended Municipal Alcohol Policy GG.1.6 as presented in Report Recreation and Community Programs-2022-07 at the September 19, 2022 Committee of the Whole Meeting.

  • 7.1 Consent Agenda

    THAT Council approve the recommendations contained in the consent agenda dated Monday, October 3, 2022 and direct staff to proceed with all necessary administrative actions.

  • 7.3 Consolidated Corporate Human Resources Policies (2020) Amendment (2) By-law

    THAT the “Consolidated Corporate Human Resources Policies (2020) Amendment (2) By-law” be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2022 - 157.

    THAT Council move into closed meeting for the purpose of considering advice that is subject to solicitor-client privilege, including communication necessary for that purpose (Restricted Acts during ‘Lame Duck’ period regarding Municipal Water Reserve Fund and Healthcare Reserve Fund), pursuant to Section 239 (2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Council return to regular open meeting upon completion.

    Carried.
Councillor Kennedy left the meeting.

Mayor Glover reported that a closed meeting had been held for the purpose of  considering advice that is subject to solicitor-client privilege, including communication necessary for that purpose (Restricted Acts during ‘Lame Duck’ period regarding Municipal Water Reserve Fund and Healthcare Reserve Fund). This advice was for information purposes only and direction was given to Staff to provide this advice in open session at the October 12, 2022 Committee of the Whole meeting.
