The Committee of the Whole (C O W) meeting of the Council of The Corporation of the Municipality of Kincardine will be called to Order at ____ p.m. on Monday, July 6, 2020 electronically in the Council Chambers at the Municipal Administration Centre.

At the June 16 Municipality of Kincardine Council meeting staff were asked to look into the opportunities to partner with Bruce County on the Spruce the Bruce and Business Pivot/Adaptation Grant. The grants had been expanded in order to help as many businesses as possible during the pandemic.

Staff worked with the Economic Development Policy Chair, CAO, Clerk, Tourism Coordinator and Bruce County staff to compile options and recommendations. Both the Spruce the Bruce and Business Pivot/Adaptation grants were oversubscribed, and the additional dollars could support up to 10 more businesses in projects that will help business to open, be safe and expand during the pandemic.

The purpose of the report is to obtain authorization from Council to apply for maximum program funding from the Federation of Canadian Municipalities’ (FCM) Municipal Asset Management Program (MAMP) totaling $50,000.00 (including non-refundable HST), to advance the Municipality’s asset management program by undertaking a Road and Sidewalk Assessment and to obtain Council approval to authorize an exemption to the Purchasing and Procurement Policy GG.2.17 section 17 “Negotiated Purchases” to award the Road and Sidewalk Assessment to StreetScan Canada ULC. at a total cost of $70,086.00 (excluding HST).

Chief Administrative Officer will provide a verbal update on the COVID-19/Declared Emergency.

Council Members requested this matter be included on the agenda for consideration.

The BIA Board is requesting that a non-accessory sign be installed on the exterior wall of Locals Pub and Eatery, 877 Queen Street. The sign will help promote businesses in the shopping district of Queen Street North.

The applicant is proposing to construct a single detached dwelling and septic system on the above noted lands. The lands are subject to a holding provision which may be removed upon meeting conditions. A Subdivider’s Agreement has been entered into and Saugeen Valley Conservation Authority (SVCA) and the Chief Building Official are satisfied with the proposal; therefore, it is recommended that the holding provision be removed to allow the development to proceed.

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action.
