The Kincardine Police Services Board meeting of The Corporation of the Municipality of Kincardine was called to Order at 9:00 a.m. on Thursday, June 8, 2023 in the Council Chambers at the Municipal Administration Centre. 

The Chair opened the meeting with the Land Acknowledgment Statement.

    THAT the Kincardine Police Services Board adopt the minutes of the April 6, 2023, April 13, 2023, and May 11, 2023 meetings as presented.

Lorie Fioze, Manager of Strategic Initiatives and Nicole Griffin, Communications Coordinator came to speak to the Board about improving the Kincardine Police Services Board webpage. Staff explained that the Municipal website will be moving to a new platform in the fall, so no new pages or functions are currently being added to the present site to make the transition easier. The Board has requested that, in the meantime, agendas, minutes, list of board members, delegation form, links to reports, anti-human trafficking resources, and upcoming meeting dates be added to the current webpage. Staff with work to upgrade the page as much as possible while ensuring that the page will still be accessible and fit within the current website's framework. 

The Board expressed their gratitude for all the work the School Resource Officer has accomplished so far this year. 

The Board would like to receive reports of bike patrol hours  and will consider requesting new bicycles for officers in the 2024 budget. 

The Chair acknowledged Inspector Krista Miller's retirement with a Certificate of Achievement. Inspector Miller has provided 30 years of service to the Ontario Provincial Police, with the last 5 years serving as Inspector of the South Bruce OPP. Inspector Miller has made significant and long-lasting contributions, especially with her involvement in the Community Safety and Well-Being Plan and the Anti-Human Trafficking initiatives. The Board will miss the Inspector's proficient leadership but wish her health and happiness in the next chapter of her life.  

The Board will compile their notes on the Strategic Plan and discuss at the August meeting. 

The Board will review the Action Item list when the Strategic Plan has been finalized.

The South Bruce OPP identified false alarms as the second highest call for service in 2002. Jennifer Lawrie, Manager of Legislative Services/Clerk, presented the proposed At Fault False Alarm By-law to the Board. The by-law will be going to Council on July 5, 2023.

    THAT the Kincardine Police Services Board support the proposed At Fault False Alarm By-law and recommend Council to accept the By-law as written.

S/Sgt. Wilcox suggested the Municipality look into creating an anti-fortification by-law. This would prohibit buildings from being excessively fortified. Staff will arrange a meeting with Emergency Services, Development Services, and the South Bruce OPP for further discussion. 

The Board will discuss reallocating funds in the budget to satisfy the requirements of a zero deficit or surplus once the strategic plan and action items are established. 

The Board will not apply for a Victim Support Grant this year, but will add planning for future grant opportunities to the strategic plan. 

The Board discussed 10.5, 10.6, and 10.7 collectively. The Board has received several complaints regarding speeding and noisy vehicles and have identified it as a priority area. The South Bruce OPP strongly encourage residents who have concerns and complaints about speeding and noisy vehicles to call the OPP non-emergency phone number (1-888-310-1122) so it can be tracked by the OPP Communications Centre and an officer can be dispatched if required. The Board and OPP will work together to advertise the non-emergency number.  

The OPP and the Municipality's Operations department work closely together to determine where the covert speed measuring tool and the traffic calming devices should be placed in the Municipality. Staff are developing a Traffic Calming Policy to determine when and where it is appropriate to put speed measuring and calming devices. 

The Board also discussed noisy and modified vehicles. The OPP requires special training for officers to be able to detect these vehicles. This training has been offered to officers in the past.
