Deputy Mayor Randy Roppel called to order the Committee of the Whole (C O W) meeting of the Council of The Corporation of the Municipality of Kincardine at5:29 p.m. on  Wednesday, April 20, 2022, in the Council Chambers at the Municipal Administration Centre.​

    THAT the minutes of the C O W meeting held on April 11, 2022 be adopted as printed.

Committee of the Whole discussed a two hour parking limit in the downtown core.

  • Municipality of Kincardine Traffic and Parking By-law

    Resolution #04/20/22 COW - 02

    THAT Committee of the Whole recommend Council approve an amendment to By-law No. 2019-165, Municipality of Kincardine Traffic and Parking By-law, to increase the set fines in Schedule “Z” per Report Legislative Services 2022 – 13

    AND FURTHER THAT this be considered at the May 2, 2022 Council meeting.​

  • Electronic Ticketing

    Resolution #04/20/22 COW - 03

    THAT Committee of the Whole recommend Council direct Staff to enter into an agreement with Ops-Com for use of Electronic Ticketing;​

    AND FURTHER THAT Council approve a budget amendment for the estimated revenues and expenses, including the purchase of 3 printers and 3 phones per report Legislative Services 2022 - 13, with any potential cost overage funded from the year-end operating surplus or Contingency Reserve;

    AND FURTHER THAT this be considered at the May 2, 2022 Council meeting.

  • Paid Parking

    THAT Committee of the Whole recommend Council direct Staff to bring back a report outlining the process for implementing Paid Parking in 2023 per Report Legislative Services 2022 – 13;​

    AND FURTHER THAT this be considered at the May 2, 2022 Council meeting.​

  • Two Hour Parking Limit

    THAT Committee of the Whole recommend Council direct Staff to bring a report back regarding a two hour parking limit in the downtown core.

Deputy Mayor Roppel reported on the Canadian Nuclear Association Conference and the Canadian Association of Nuclear Host Communities meeting.

Items listed under the Consent Agenda are considered routine and are enacted in one motion as a Matter Arising. The exception to this rule is that a Council member or the Chief Administrative Officer may request one or more items to be removed from the consent agenda for separate discussion and action. Removed for discussion:

1. 7.3 f - Building Department March 2022 Month End Report.
