The Kincardine BIA Board of Management meeting  was called to Order at 9:00am on Tuesday April 20, 2021 electronically.

    THAT the minutes of the March 16, 2021 meeting of the Kincardine BIA Board of Management be accepted as presented.

    Carried.

Committee discussed how many of the items featured by Roger Brooks the community is actually doing.  Board is encouraged to watch the video if they were unable to attend.  
Rick has also forwarded the video to Council to highlight some items.

Discussion surrounding programming ideas for summer 2021.  Working Group to meet later this week to discuss implementing some ideas to enhance the downtown experience.  Events are not likely, so looking to focus on beautification efforts including focus on patios, more lighting, live music, etc.  Working Group to bring back ideas to next meeting.

The Board also discussed setting aside of funds to move beautification projects forward, with the ability to purchase or offer our downtown businesses opportunity to 'buy-in' on cohesive type items.  Further discussion/parameters are required to narrow the focus, and will be discussed by the Work Group.

    THAT the BIA Board approve expenditure of up to $5000 for downtown beautification efforts.

On-Street Patio By-law will be discussed again at the Council table on Monday April 26, and will review a second staff report factoring in comments/suggestions made to include the mandatory use of jersey barriers.

Board should note, similarly to 2020, we may be required to call a Special Meeting of the Board to review any submitted patio applications as part of the approval process.  

Fees for the patios have again been waived for 2021.

Promenade on Queen recommendation/approval at the Council table has been confirmed.  Focus this year will be to enhance the Friday evening and Sunday experience.  Friday Night Tunes will be featured, and Sundays will feature YOUth on Queen - a chance for young entrepreneurs to vend. 

Downtown businesses will need to be reminded that should anyone wish to feature any elements during the time of the closure (other than displaying retail product, etc), that these ideas will need to be brought to the attention of the Municipality of Kincardine to ensure Grey Bruce Health Unit is aware of and approves of any approach, to ensure compliance.

Staff provided update, and the Land Acknowledgment will now form part of all Municipal Council and Committee meetings going forward.

Our Municipality is situated on lands deeply connected to Indigenous peoples who have historically lived, and who currently live, in this territory.  As a public institution, we are committed to learning about the experiences of Indigenous peoples, and what impact the decisions of Council have on their wellbeing and way of life.

- Spring Bows to come down
- Rick will message to members about hour extension Friday evenings
- Bike racks will be installed once warmer weather is here
- Historic signage artwork including the 5 wayfinding signs are at waiting with J&D Signs


Previously discussed items.

- Speaker System - likely to wait until streetscape is redone - Rick indicated this being looked at for 2023
- Need for information at local hotels to promote downtown/restaurants.  Alana has reached out to a few properties to discuss.  Rick and Kelly to visit this suggestion and potential solutions.
