The Regular Meeting of the Council of The Corporation of the Municipality of Kincardine will be called to Order at 5:00 p.m. on July 4, 2022 in the Council Chambers at the Municipal Administration Centre.

Councillor Clarke will open the meeting with the Land Acknowledgment Statement.

We would like to begin by acknowledging that we are meeting on the traditional lands and treaty territory of the Saugeen Ojibway Nation, which includes the Chippewas of Nawash Unceded First Nation and the Chippewas of Saugeen First Nation whose ancestors were the first to inhabit, care for and live on this land.

We recognize and deeply appreciate the contributions that Indigenous Peoples have made, both in caring for this land and shaping and strengthening this community, our province, and our country.

As a public service organization, we are dedicated to learning and acknowledging Indigenous history and culture and are committed to actions that move us towards a journey of truth, healing and reconciliation with the Saugeen Ojibway Nation (SON), the Métis Nation of Ontario (MNO) and the Historic Saugeen Métis (HSM).

    THAT the minutes of the Council meetings held on June 20, 2022 and June 21, 2022 (Special) be adopted as printed.

    THAT Council approve the Kincardine Marina Launch Ramp usage be a "Pay to Use" system as a pilot program for 2022 as outlined in Report Parks & Facilities - 2022-05; 

    AND FURTHER THAT Council waive the Pay per Use Fees during the Fishing Derby so that the launch remains free to all users during the Derby;

    AND FURTHER THAT Council allocate the revenue collected from the Pay per Use Launch Ramp usage fee to the Marina Budget.

    THAT Council direct Staff to include an Off-Leash Dog Park in Inverhuron for consideration in the 2023 budget as per Report Recreation & Community Programs-2022-04;

    AND FURTHER THAT Council direct Staff to solicit public interest to commence a stewardship program for the development of an Off-Leash Dog Park in Inverhuron.

    THAT the “Kincardine Yacht Club Agreement Amendment (3) By-law” be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2022 - 120.

    THAT the “2022 Consolidated Rates and Fees Amendment (4) By-law” be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2022 - 121.

The Municipality has received set-fine approval prior to the July 1st effective date in By-law No. 2022-062.  The extension to the effective date in By-law 2022-113 is no longer necessary, and By-law No. 2022-113 is being repealed.

Integrity Commissioners John Mascarin and Meghan Cowan from Aird & Berlis LLP will provide the Integrity Commissioner Report on the Code of Conduct Complaints Against Councillor Dave Cuyler.

    THAT Council move into closed meeting for the purpose of considering personal matters about an identifiable individual, including municipal or local board employees (Accessibility Advisory Committee Candidate), and a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization (Bruce Telecom); pursuant to Section 239 (2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Council return to regular open meeting upon completion.
