Call to Order

Mayor Kenneth Craig called to order the Special Meeting of the Council of The Corporation of the Municipality of Kincardine at 10:03 a.m. on February 3, 2023 virtually.

Land Acknowledgment Statement

Mayor Craig opened the meeting with the Land Acknowledgment Statement.

Disclosure of Pecuniary Interest and the General Nature Thereof

None disclosed. 

3.

Business for Which the Special Meeting is Called

3.1

MPAC Presentation

Anthony Fleming, Account Manager and Lynne Cunningham, Regional Manager from the Municipal Property Assessment Corporation (MPAC),  provided an update to Council as part of Council's external partner orientation.

3.2

Move into Closed Meeting

Per Section 239 (3.1) of the Municipal Act, 2001, S.O. 2001, c. 25  as amended, a meeting of a council or local board or of a committee of either of them may be closed to the public if the following conditions are both satisfied:
1.  The meeting is held for the purpose of educating or training the members.
2.  At the meeting, no member discusses or otherwise deals with any matter in a way that materially advances the business or decision-making of the council, local board or committee.  2006, c. 32, Sched. A, s. 103 (1).

  THAT Council move into closed meeting for the purpose of education or training of the members of Council (Intact Insurance presentation on Municipal Insurance) as part of Council's external partner orientation, pursuant to Section 239 (3.1) of the Municipal Act, 2001, as amended;

   AND FURTHER THAT Council return to regular open meeting upon completion.

Matters Arising from Closed Meeting

Mayor Craig reported that a closed meeting had been held for the purpose of education or training of the members of Council (Intact Insurance presentation on Municipal Insurance) as part of Council's external partner orientation, pursuant to Section 239 (3.1) of the Municipal Act, 2001, as amended. The meeting was for information only and at the meeting, no member discussed or otherwise dealt with any matter in a way that materially advanced the business or decision-making of the council.

  THAT the By-law to confirm the proceedings of the Council of The Corporation of the Municipality of Kincardine of February 3, 2023 be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2023 - 016.
