Planning Report:
Julie Steeper, Bruce County Planner, explained the report and recommendation. Any comments received from Agencies and the Public received by the time of writing the report are in the written report.
Questions from Council for the Planner: Number of spaces required for portables on the property, number of spaces for property in total, and temporary nature of portables. Questions regarding if it meets the intent for the variance - intent of the zoning by-law is that portables are facilitating what is active on site. The 4th test is that variance is minor in nature, temporary in nature and Committee asked if this was a permanent amendment and if impact on neighboring community was considered. Standards are aligned with parking ratios in other municipalities.
Presentations from Applicant: Marie Shelley, SRM Architects was present on behalf of the applicant. Seeking relief of the parking requirements for these temporary structures. Current parking does not meet existing ratio of 8 per classroom but this has been historically accepted. Portables are temporary structures and they might not be needed in the future.
Presentations from the Public in support/opposition: None.
Final questions and clarifications from Committee: Question to the CBO if there are consequences under the Building Code Act for building without a permit. Questions about adding a payment in lieu of parking agreement.
