Call to Order

A Special Meeting of the Council of The Corporation of the Municipality of Kincardine will be called to Order at 9:00 a.m. on January 27, 2025, electronically.

The Special Meeting was called to discuss the 2025 Municipal Budget.

Community Development Coordinator Motion

This motion was deferred from the January 13th, 2025 Special Council Meeting.

  That Council support a change in scope of the proposed part-time Strategic Initiatives position to that of a Community Development Coordinator with an initial focus on affordable housing, creating a welcoming, inclusive and accessibility community through IDEA initiatives and to provide support as needed to the Manager of Strategic Initiatives for emerging Council Priorities.

Motion to Reconsider Motion 01/13/25 - I010 Broadway Street Multiuse Path

  That the motion to defer item I010 Broadway Street Multiuse Path until the 2026 budget be reconsidered.

SMART Enhanced Service Motion

  That Council include $230,000 in the 2025 Capital Budget for the enhanced accessible transportation services in the Municipality of Kincardine, funded from the Community Benefits Reserve Fund; and

  Further, that there be quarterly updates in the Community Services Report of ridership.

Patio support for Downtown Businesses, Economic Development-2025-02

This report provides follow-up information based on Council’s request at the January 13, 2025, budget meeting specific to the costs and return on investment associated with downtown patios.

  That Council support the cost recovery in the existing fees in the 2025 Rates and Fees By-law for On Street Patios.

  OR

  That Council waive the fees for On Street Patios for 2025 and amend the draft Operating Budget to remove $6,500 in revenue, resulting in a tax rate impact of + 0.03%.

Need for Budget regarding the Planning Process for 705 Princes Street, Strategic Initiatives-2025-04

The Report is seeking direction on planning services for 705 Princes Street, to move work forward as outlined in the Council motion from November 13, 2024.

2025 Budget Deliberations

The purpose of this item is to continue with the 2025 budget deliberations process and to provide supplementary information to assist in decision-making.

  That the By-law to confirm the proceedings of the Council of The Corporation of the Municipality of Kincardine of January 27, 2024 be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2025 -
