The Regular Meeting of the Council of The Corporation of the Municipality of Kincardine will be called to Order at 5:00 p.m. on Wednesday, February 19, 2020, in the Council Chambers at the Municipal Administration Centre.

    THAT the minutes of the Council meetings held on February 3, 2020 and February 10, 2020 (Council and Public Meeting) be adopted as printed.

Councillor Couture and Chair Sharon Woods from the Accessibility Advisory Committee will present the newly created accessibility awareness video. 

There is an Encroachment Agreement with Affordable Car and Truck Rentals Goderich Inc. for the parking of cars on Municipal Road Allowance at 515 Mechanic Ave.  As the business has closed at this location and the property is for sale the agreement has become null and void. Therefore, it is recommended that the By-law No. 2018 - 049 Encroachment Agreement be repealed.

As indicated in CAO Report #2019-51 the Tripartite Agreement, which expired Dec. 31, 2019 has been abandoned.  The items relating to compensation and benefits, as outlined in the negotiated settlement agreements (Memorandum of Understandings) have been updated in the consolidated corporate human resources policy, to be adopted by by-law.

As part of an overall review of the human resources policies, amendments to various polices will be brought forward for Council’s consideration over the next year.

Once negotiations are complete with the Firefighter group, to ensure parity amongst all three labour groups, changes to policies related to compensation & benefits may be required.

    THAT Council move into closed meeting for the purpose of considering litigation or potential litigation, including matter before administrative tribunals (Appeal to Local Planning Appeal Tribunal re: By-law No. 2019 - 021), and personal matters about an identifiable individual, including municipal or local board employees (Fire Department), pursuant to Section 239 (2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Council return to regular open meeting upon completion.
