Plans for reconstruction of Queen Street tentatively slated for 2023 are advancing. Efforts recently have started to focus on the softer project elements which have a much larger impact on the community. These have commenced to ensure sufficient input and engagement is considered as we advance the design and eventually commence construction efforts with the intent to optimize the overall success for all involved. Due to the market impacts on material availability, the overall volume of work committed within the industry and the existing condition of the sanitary assets, it is important that Council strongly consider the possible advantages of tendering the project this fall to enable a 2023 spring start and to position all stakeholders to maximize the potential for a high degree of success throughout the project. A follow-up report will be brought forward in August with additional information and updates from the working group discussions.

The Municipality received a legal opinion related to the status of the boundary dispute on lots 41 & 42 and the adjacent shore allowance. Staff and Council have been waiting for the adjacent landowner to produce and provide us with survey information validating the dispute. Given the lapse in time, Council requested legal input to enable the Municipality to consider it’s options. Staff will be presenting a legal opinion to Council in Closed session.

The purpose of this report is to present the 2022 Asset Management Plan (AMP) to Council for approval, in accordance with Ontario Regulation 588/17 and amended by Ontario Regulation 193/21. This AMP meets the legislative deadline for Phase 2 (July 1, 2022) for all core assets and current levels of service. Additionally, this AMP positions Kincardine as a leader in Asset Management Planning as it includes discussion on proposed levels of service for all assets (core and non-core) which is not required until July 1, 2025 (Phase 4).

Additional work will need to be invested to continue updating our asset data, focusing on condition assessments and performance measures. Future updates will need to include green infrastructure assets (i.e. natural assets) owned by the Municipailty and further assessment on infrastructure vulnerability to the impacts caused by climate change related to operations, levels of service and lifecycle management.

Kincardine Fire & Emergency Services posted a Request For Quotation for the supply of a suitable commercial cab & chassis, and has had the original manufacturer of the truck body complete an assessment of the existing rescue body to ascertain its suitability for refurbishment. Staff is requesting that Council award the contract for the supply of a replacement cab & chassis to Lewis Motor Sales Inc. in the amount of $135,230.14, and authorize a single source contract to Dependable Emergency Vehicles for body alterations and refurbishment in the amount of $111,871.20.
