​​​Mayor Anne Eadie called to order the Council Meeting meeting of the Council of The Corporation of the Municipality of Kincardine at 5:00 p.m. on Monday, June 3, 2019 in the Council Chambers at the Municipal Administration Centre.​

There were no registrants for Public Forum.

    THAT the minutes of the Council meeting held on May 22, 2019 be adopted as printed.

Arts, Culture and Heritage Policy Chair Councillor Gerry Glover and Heritage Kincardine Committee member Alex MacGregor presented heritage plaque to Bill Harvie and family for their home at 247 Mechanics Ave.

    WHEREAS S.357 and S.358 of the Municipal Act provides a process for property owners to apply for a cancellation, reduction and refund of taxes under specific circumstances including but not limited to a change in the use of a property, demolition or fire, the property being substantially unusable for a period of at least 3 months or a gross and manifest error in the preparation of the assessment roll;

    AND WHEREAS in the opinion of staff, the 27 write-offs (Appeal No. 2019-01 to 2019-27) meet the criteria set out in the Municipal Act;

    AND WHEREAS the total of the applications amount to $16,315.77, with the municipal share being $9,867.26;

    NOW THEREFORE BE IT RESOLVED THAT Council approve the applications as provided.

    THAT Council approve the Erie Belle’s request for the following exemptions to the Alcohol Risk Management Policy for the CountryFest event Saturday August 17, 2019 between 3:00 p.m. and 1:00 a.m. pending organizers meeting requirements set out by municipal Staff:

    • Section 1.2 to include the laneway from Harbour Street to the municipal parking lot (between 259 and 279 Harbour Street) as a licensed area;
    • Section 2.3 to allow the advertisement of MacLean’s Brewery as a sponsor of the event;
    • Section 2.2 vi to allow individuals under the age of majority to attend the event after 8:00 p.m.

    THAT Council move into closed meeting for the purpose of considering personal matters about an identifiable individual (Candidates for appointment to various Committees/Boards), pursuant to Section 239 (2) of the Municipal Act, 2001, as amended;

    AND FURTHER THAT Council return to regular open meeting upon completion.

    Carried.

Councillor Couture and Councillor Haight were absent for a portion of the closed meeting.

Mayor Eadie reported that a closed meeting had been held with candidates for the various Committees/Boards being considered.  Staff were directed to place a by-law before Council as Matters Arising from the Closed Meeting on the Committee appointments.
