The Accessibility Advisory Committee meeting of The Corporation of the Municipality of Kincardine was called to Order at 4:10 p.m. on September 26, 2024.

The Staff Resource opened the meeting with the Land Acknowledgment Statement.

Mr. Jackson gave a summary of the draft Design Guidelines pertaining to accessibility.  The Guideline is consistent with surrounding municipalities and follows the standards in the Accessibility for Ontarians with Disabilities Act (AODA), but not the London Facility Accessibility Design Standard (FADS).  He added that the City of London also does not follow the FADS in their Development Guidelines.

Tracey confirmed that the City of London does not apply the FADS to new developments.  It only applies to City of London public facing buildings, such as community centers, city officers, arenas, pools, etc.

A discussion ensured regarding the Guideline following the FADS and adding accessibility into the document.  It was noted that in order to be an accessible community, we need to start incorporating the FADS into the plans.

    That the Accessibility Advisory Committee recommends that the Facility Accessibility Design Standard (FADS) be incorporated into the Municipal Development and Servicing Guidelines as best practice.

Lillian provided an update of Julie Sawchuk's training.  Julie Sawchuk and her Engineering Consultant attended the Centre for the Arts building on September 24, to complete an audit of the washrooms in the building.  Staff and AAC member Lillian were present. They completed the audit assessment using a newly designed checklist.  The checklist lists each amenity in the washroom, and whether it complies with the FADS.  The final checklist will be provided at a future meeting for review and she looks forward to using the checklist for further audits.  

Tracey advised that each December 3, the Rick Hansen Foundation marks International Day of Persons with Disabilities (IDPWD). It’s a significant date for those at the Rick Hansen Foundation (RHF) as people worldwide unite to recognize the achievements, contributions, and challenges faced by those with disabilities.  She will look into social media posts on the date. 

The Accessibility Advisory Committee is invited to attend the Seniors Forum on October 1, 2024, if available.

The committee reviewed the private development and offered the follow suggestions:

  • consideration be given to making some of the units accessible.
  • the 911 number be visible from the road.
  • recommend 4 accessible parking spaces.
  • consideration be given for mobility device/bicycle storage area.
  • signage be in a large clerk font in a colour that contrasts with its background.
  • adequate lighting in parking lot.
  • curb cuts, speed bumps and pedestrian walkways identifies with bright paint.
  • doors and walls are different colours to give a colour contrast.
