Mayor Craig called to order the Regular Meeting of the Council of The Corporation of the Municipality of Kincardine at 5:00 p.m. on May 15, 2023 in the Council Chambers at the Municipal Administration Centre.

Councillor Blackwell opened the meeting with the Land Acknowledgment Statement.

    That Council reconsider Motion 05/08/23-01 - THAT Council approve the following amendment to the agenda: 1. Motion re Tree Cutting activity on the Marine Allowance in front of Lot 43 or 169 Birchwood added as 6.2 .

Councillor Prenger provided a Notice of Motion for the June 5, 2023 meeting regarding Enbridge's proposed locate fees.

    That Council approve option 3 in Report Environmental Services 2023-18; and further

    That Council establish an AD HOC committee with 3 members of Council with a scope bringing back recommendations to Council on a tree canopy policy, regulating trees on private property, and considerations for including the overall goals in the Municipal Official Plan; and further

    That Staff be directed to bring back a draft Terms of Reference for the AD HOC Committee for Council’s consideration.

    That Municipality Staff stop/pause on all landscaping activity, including tree cutting and planting, in front of Lots 43 and 42 (169 Birchwood Ave.) on the marine/road allowance until the Council has had a chance to review the history of this issue and after their roads and facilities tour.

    That Council approve the recommendations contained in the consent agenda dated May 15, 2023 and direct staff to proceed with all necessary administrative actions.

    That Council approve the addition of facilities and programs as part of an enhanced Parks Master Plan and that it be considered a Parks and Recreation Master Plan for a total amount of $55,000; and further

    That Council confirms its intention to fund the Parks and Recreation Master Plan using Development Charges; and 

    That the project be funded using a 50/50 share of Parks and Recreation Development Charges (RF 80) for $27,500 and the Recreation RF 72 for $27,500; and

    Further that the Parks Master Plan Motion 05/01/23-02, be repealed.

    That staff be directed to work with Bruce County staff to review the lands identified by Municipality of Kincardine staff as potential lands for development to support affordable and attainable housing goals and bring back a report on consideration for next steps.
