Mayor Kenneth Craig called to order the Special Meeting of the Council of The Corporation of the Municipality of Kincardine at 9 :00 a.m. on December 18, 2023 in the Council Chambers at the Municipal Administration Centre.

The Special Meeting was called to discuss the 2024 Municipal Budget, Pre-Budget Approval for the Tiverton Splash Pad and a Closed Session item regarding negotiations with the Kincardine Family Health Team.

Mayor Craig opened the meeting with the Land Acknowledgment Statement.

Staff provided a review of the draft budget. 

In accordance with Section 29.2 of the Municipality of Kincardine Procedure By-law, the Mayor requested Councillor Stewart leave his seat for the meeting and vacate the meeting place.

Councillor Stewart left the meeting at 10:03 a.m.

    Whereas the Tiverton Lions Club has fundraised $300,000 for a new splash pad in Tiverton as presented at the November 22, 2023 Council meeting; and 

    Whereas the Tiverton Lions Club has requested that an RFP be issued as soon as possible in order to complete the project in 2024; and

    That Council provide pre budget approval of $300,000 for the Tiverton Splash Pad to come from funds raised by the Tiverton Lions Club in order to proceed with the issuance of an RFP.

    That Council move into closed session pursuant to Section 239 (2) of the Municipal Act, 2001, as amended for the purpose of considering:

    A position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the Municipality or Local Board (negotiations with the Kincardine Family Health Organization); and

    Further, that Council return to Regular open meeting upon completion.

    Carried.

Councillor Cavanagh declared a Pecuniary Interest in the Closed Session regarding the negotiations with the Kincardine Family Health Organization item.

Mayor Craig reported that Council moved into closed session pursuant to Section 239 (2) of the Municipal Act, 2001, as amended for the purpose of considering: A position, plan, procedure, criteria or instruction to be applied to any negotiations carried on or to be carried on by or on behalf of the Municipality or Local Board (negotiations with the Kincardine Family Health Organization) and direction was provided to staff regarding this item in the closed session.

    That the By-law to confirm the proceedings of the Council of The Corporation of the Municipality of Kincardine of December 18, 2023 be deemed to be read a first, second and third time, finally passed and numbered as By-law No. 2023 - 210.
